Additional call for proposals under the Together Fund

As of today, April 23, 2025, the second, additional call for initiatives under the Together Fund, part of the Rights and Values project, is open.

The competition is aimed at initiatives that contribute to at least one of the three thematic priorities of the project:

  1. EU rights – promoting and explaining EU citizens’ rights (freedom of movement, political participation, protection of fundamental rights, etc.);
  2. Democracy – promoting active civic participation, transparency of institutions, free and fair elections, freedom of the media;
  3. Diversity and equality – promoting tolerance, solidarity, anti-discrimination and social inclusion.

The competition will support initiatives that have an impact at local level in different regions of the country, including small settlements or hard-to-reach areas remote from the capital. Local initiatives are also those that can address problems and needs of relatively small communities by creating new practices with applicability at national level, and/or that have the potential to multiply in other places, as well as to have an impact on processes at national level.

The competition is open to civil organizations registered under the Law on Non-Profit Legal Entities (Non-Profit Legal Entities Act), as well as to Community Centers registered under the Law on Community Centers.

Organizations that as of 23.06.2025 have completed an initiative under the Together Fund or the Action Fund of the “Rights and Values” project can also apply.

The approved proposals will receive a grant of €10,000 to €20,000 per initiative, with no own contribution required. The maximum period for the implementation of the initiatives is up to 6 months. The application is made entirely online through the Electronic System for Submission and Management of Projects (ECSS). You can access the platform through the website of the Rights and Values project. The system accepts proposals until 17:00 on June 23, 2025.

The competition aims to support civil society organizations that contribute to:

  1. Raising awareness of the values of the European Union and promoting their implementation in Bulgaria – including respect for human dignity, freedom, democracy, equality, the rule of law and human rights, including minorities;
  2. Strengthening the capacity and role of the civil sector in protecting and promoting these values.

The competition is carried out within the framework of the “Together” Fund of the Project “Strengthening the Role of Civil Society Organizations in Bulgaria for the Protection and Promotion of Fundamental European Rights and Values” (ProEUvaluesBG), hereinafter referred to as the “Rights and Values” project for short. The project is implemented in partnership by: Open Society Institute – Sofia Foundation (ESI), Workshop for Citizens’ Initiatives Foundation (WCIF) and The European Citizen Action Service (ECAS), in Bulgarian: International Non-Governmental Association “European Civil Action Service”.

The project is implemented with financial support from the European Union through the Citizens, Equality, Rights and Values (CERV) Programme in the amount of EUR 2,570,299, equivalent to 90% of the project budget. The funding institution is the European Education and Culture Executive Agency (EACEA), according to the powers delegated to it by the European Commission.
